In addition, many of these international scientists and engineers have been employed before they went to the United States, a unique characteristic that contributes to their expertise in science and technology. A major goal of Science, Technology, Engineering, and Mathematics (STEM) education and research is to provide high skill talent from overseas in the United States to assist U.S. science and engineering and to ensure the flow of scientific knowledge from the former Soviet Union to the country. The United States, along with other countries in the East, is actively seeking to recruit scientists and engineers who are highly skilled in modern technology and to train these individuals in the U.S. educational system. However, there are several obstacles that impede the successful recruitment process. There is, at present, extensive concern in both the private and public sectors about how many foreign-born individuals from countries like China are successfully entering the U.S. or are able to successfully return home to their native countries from within the U.S. In 2004, the Secretary of Defense, in partnership with the U.S. National Science Foundation (NSF), initiated a research project to assess the issue of science and engineering graduate education in China, and to develop strategies for the best utilization of U.S. resources among the current and potential immigrants from China in the STEM fields. The project is based on research on the subject by the National Science Foundation, the State Department, and other entities as part of the National Science Foundation-China Science and Technology Promotion and Investment Program. The project's ultimate goal is to assist the U.S. Government and the public in a way that benefits both the United States and China. The following brief overview of the international flow of scientists and engineers is from the NSF “Summary of the U.S.-China Science and Technology and Research Exchange and Cooperation Programs” project page, updated on the 1st of December 2004. In 2004, there were 25,963 foreign-born scientists and engineers in the United States. Of these, 12,849 were from China and 7,717 from other countries.
