This is the first of a series of supplemental analyses that are expected to be completed through the end of the year. NOTE: This supplement and the supplement to the TFR-4 referenced below were prepared for the benefit of Federal and State Regulatory Agencies, the Public and the Public with respect to the issue of vegetation management. The following paragraphs describe the process used by the BPA in preparing this supplement and the supplemental analyses associated with it. The BPA developed a project-specific plan and associated TFR that covered the entire area of the system to be serviced in accordance with the BPD's 2003 Final Environmental Study, but only those projects that had a completed TFR approved by the Bureau in 2002 were considered as eligible for this supplement. BPD will not be implementing a TFR for the 2003 TFR unless approved prior to its implementation. This document provides the BPA with the projected status of all the plants under construction that have a completed TFR, including TFR-3. This document provides a general estimate of the projected costs in accordance with BPD's 2003 Final Environmental Study, but not the final costs. The estimated completion date for each plant is as of the closing date of construction for the corresponding plant but may be updated periodically over the life of that plant or at the start of each plant's construction. Because of the limited use of the entire Bonneville System by the BPD, the estimates of costs and completion dates presented herein are based on the assumption that the total number of plants under construction will be completed. This assumption is in accordance with the National Electric Code for the Construction of Electric Power Facilities (ECC 2003).
