The sample of residents came from lists of Medicare beneficiaries, or from lists of Medicare enrolled if their health status was unknown. The U.S. residents who responded to the survey were asked a set of questions that included information about their sex, age, and race, as well as the following categories: Medicare members, Medicare enrolled, Medicare or health plan beneficiaries not eligible for coverage because of age or sex, and nonmember insureds [6.3]. The data from the 1996 U.S. National Health Interview Survey and the 1995 National Health Interview Survey indicate that the population of Medicare enrolled and uninsured individuals in 1994 was 48.9 million and 45.5 million, respectively, with a mean age of 65.2 years [6.4]. It may be noted that these percentages, from all surveys since 1996, have been decreasing, in a time frame between 1990 and 1998. Since the beginning of the 1990s the percent of Medicare and Medicaid beneficiaries covered by employer group and individual plans have decreased, while a smaller percentage of beneficiaries is now covered by Medicare [6.5]. Therefore, data from these surveys from 1994 could be compared with data from 1997 to assess whether the recent decline has been observed before. Finally, the 1994 survey asked about the type of home health care that beneficiaries received at any time during the prior year.
