THE MASTERS OF WAR First, the basic principle that underlies modern war — is to defeat our enemy, while allowing his countrymen a fighting chance of survival. In this struggle for war, victory will be achieved only when, in the aggregate, our armies are not only superior militarily, but also more efficient, more humane, less wasteful, more democratic, more efficient in use of human and natural resources, and more effective. For a few years during the First World War, the British Army was able to destroy, and Germany defeated. This was achieved in the first battle of the Somme (a major battle in 1914–19, which the Allies lost because Britain chose to attack, not to fight). The fact that many great advances in strategy during the First World War were made by British commanders was largely the result of the success achieved by the British Army and not because of any inherent superiority in the British army as a whole. The German army destroyed the British Army and, after winning numerous engagements throughout 1914 and 1915 that no German commander could have hoped to win if he had attempted such an undertaking, was able to defeat the British Army, and thus achieve victory, in 1917 and to achieve it in 1918 and most of the rest of the war. Although the British Army was superior to the German Army at critical combat moments during this period, it was not superior to the Germans at the critical time of the Somme at the beginning of 1915. In 1918, in the Battle of the Somme, the British Army was significantly superior to the German Army. It is only in the past twenty-five years that the British Army has made significant advances. This progress has been made without any significant increase in the manpower of the British Army. Although it is true that during the First World War the German army suffered heavily from a shortage of artillery, medical officers, and men of fighting age in proportion to the rest of its forces, it is the position of the British Army that it suffers equally greatly from a shortage of human power, the means by which men learn combat skills and how to fight. The British Army also suffers from the absence of a system of training and development of junior leaders which has existed for centuries. For example, as a matter of fact, during all the First World War, all British army officers were trained under Colonel Lord Roberts — a British army officer who served as a divisional commander during the First World War.
