The Project includes a phased approach on a variety of measures, including increased air monitoring and increased vehicle emissions testing at the Missouri City, Texas, refinery. EPA and the State have been working together to implement the Project. A Phase I evaluation is scheduled for January 2001 as part of the EPA's review of the Project's Phase II implementation plan. Environmental monitoring and reporting for Phase II is expected to be completed by April 2002. EPA is working with the State to complete Phase I evaluations and, once complete, assess the Project's ongoing implementation. The Project will also monitor compliance with Project XL's environmental policies, standards, and requirements. In addition to the compliance review, EPA will undertake community outreach and development to identify best practices, monitor air quality trends, and determine areas of improvement. EPA anticipates that Phase II implementation may require the project to be reviewed again for final project approval in the fall of 2002. The City of Columbus Project XL is coordinated with the Missouri EPA, Missouri State Environment Department, State, County, and City of St. Louis planning committees. Funding for the Project was provided by the U.S. Environmental Protection Agency DATED: May 14, 2001, Revised as of January 19, 2002.
