These programs, when well-designed, have made our state the strongest state economy and the cleanest state in the nation. The Commission has been involved in regulating air and water pollution for more than 50 years. Since the passage of the state's Clean Air and Water Act in 1970, the Agency has made significant progress reducing this hazardous air pollution. Our Agency has achieved these gains despite a number of challenges, and through the efforts of a dedicated State-wide Air and Water Quality Working Group. We were established in 1972 to identify and address the most significant pollutants in Texas, particularly for the following reasons: (1) We are the leading producer and consumer of petroleum products, and are the primary producer of the pollutants that are damaging our air and water and causing the serious health and environmental problems we are now facing. (2) Our clean air regulatory requirements have been the strictest in the nation. (3) Our clean water standards have been among the most stringent and have saved hundreds of lives annually in Texas. The most recent year for which statistics are available, from, Texas was ranked second in the nation for the most stringent clean water standards. On May 10, 2000, the state enacted laws that will require mandatory testing and clean water protections for more chemicals in air and water. These are the most stringent statewide rules in the United States. However, the Texas Commission on Environmental Quality (CEQ) recognizes and accepts that the work has not been done in many states. In addition, we are always concerned that new issues are developing, such as the potential development of nuclear waste. It is not always possible to eliminate all the threats to health posed by these new threats. We are committed to continuing our work to reduce the risks to health and the environment.
