include a motorcycling standard and a standard covering children's products.

reconsider its decision to extend the comment
docket period in advance of the proposed
final Motorcycle Safety Advisory Council (MAC)
finalization. In addition, the National
Cyclists Alliance has filed a new
comment opposing the addition of a motorcycling
standard, and for other reasons. In the April 1, 2006, notice, the Motorcycle Riders Foundation, in addition to their comments seeking an extended review of the draft, filed a further request for an “urgent examination” and “review of [the] proposed motor vehicle standard for
motorcycle and moped” with the agency. In this
request, the foundation cited their continued support of
the Motorcycle Safety Amendment Act and the Motor
Pilot Program as the reasons for their request.
On April 26, 2006, NHTSA issued an “advisory opinion”
that the proposed motor vehicle standards are
inadequate, in that they did not follow through on
their promise to implement meaningful state
compliance initiatives. The agency proposed to withdraw the
standard.
