Energy-Saving Projects. Under EPC section 703.2, the PHA may be eligible to receive the following incentives from the Federal Electric Rate Board:
(1) A grant may be made to a private, nonprofit utility, community, or state power agency for any of the following projects:
(i) Re-evaluation or planning under Section 7052.1 of the EPC or an amendment to the EPC or the terms thereof that reduces the rate to be charged for an energy consumption rate;
(ii) Implementation under Section 7052.2 of the EPC, of changes to an energy consumption rate or energy efficiency standard in exchange for grants;
(iii) Implementation under Section 7053.4 of the EPC, of changes to an energy consumption rate or energy efficiency standard in exchange for funds from the Federal Electric Rate Board; and
(iv) Development of energy conservation measures, including the installation of solar water heating and electric utility power generation equipment, designed to promote energy savings or to reduce the need for energy and reduce a customer's demand for electricity or energy by 15% or more.
(2) A grant may also be made to an entity pursuant to section 707 of the EPC or an amendment to the EPC or the terms thereof that reduces the rate to be charged under the EPC to a specified service territory.
(b) Eligibility procedures:
(1) In order to claim one or more of the energy-saving provisions discussed in paragraph (a)(1)(ii) of this section, the applicant shall submit the following information to the Energy-Saving Projects Program Director:
(i) A copy of the final EPC of the applicant or an amendment;
(ii) A signed copy of a written agreement (which must be in the form of a contract) between the applicant and the Federal Electric Rate Board or a person other than the Federal Electric Rate Board that governs the terms of the application under which the grant is to be made;
(iii) A certified copy of the proposed energy conservation measures for installation; and
