CONTENTS This paper provides a systematic analysis of the current literature on performance monitoring and improvement in local government. Two interrelated questions have been raised. Why do local governments use metrics like performance indicators? What are the benefits and effects of utilizing performance indicators in government? We address these questions while drawing from the findings from a variety of research studies, including those by experts in performance measurement and improvement in state and local government, along with many empirical studies from the private sector. We discuss these studies in the context of the following four broad themes: 1. Are performance indicators, which are now employed by state governments in a wide range of operations and are used by local governments, as effective as they could be? 2. Are new performance indicators as useful and valuable as those of decades past? 3. Can performance indicators help us understand why some cities and regions perform better than others? 4. Where do we stand in terms of assessing the actual or potential impacts of implementing performance measurement and improvement? In addressing these questions it is useful to take into account a range of studies showing that, for many government actors, metrics of performance can have only indirect economic benefits such as improving reputation and providing incentives to improve the organization's operational efficiency. This paper focuses on a number of indicators, including one developed by the Department of Defense, to better understand the effectiveness of performance indicators in government. In so doing, we attempt to demonstrate, based on both theory and evidence, that the performance indicators currently employed by government are underused and do not provide the information needed to identify the conditions that lead to improved performance. The first part of the paper examines the data available on performance indicators. We focus on the Department of Defense Performance Indicator Program — or PI IPP — as the one of the most robust data source for analyzing measurement of performance within federal government. This program has provided state and local governments with annual data on federal employee performance, including performance metrics derived from the military's “five principles” for effective performance management. Using the PI IPP, we have conducted several studies using survey data to find out not only if metrics of performance are useful, but also to explore the impact of measuring performance against five general principles such as leadership and team building. We have found that in most instances, performance measurement by the government can have only a modest impact on improving employee performance. There is no evidence that these metrics are used in a way that would allow an increase in employee performance.
