BACKGROUND The United States Geological Survey is conducting a research program for earthquakes in the United States. The report, which will include the results of the program, is being prepared by the U. S. Geological Survey pursuant to an agreement with the Office of the Assistant Secretary of Commerce, Bureau of Geologic and Geophysical Sciences, U.S. Department of Commerce, to assist with the formulation of a National Earthquake Hazards Policy. The report is being prepared in cooperation with other organizations involved in Earthquake Research, the National Science Foundation, the National Academy of Sciences, and the Government of the United States of America. This report will be written in an interagency cooperative spirit and is designed for the use of Federal, State, and local officials, agencies, and instrumentalities, as well as the private sector, with an emphasis on the science and engineering aspect of assessing and preventing damage from major earthquakes in the United States. The report will report on and make recommendations for the effective development and communication of emergency response guidelines and strategies for a nation in an earthquake hazard situation. 2. SUMMARY OF THE REQUIREMENTS FOR THIS REPORT In the event of an earthquake involving a magnitude of a major earthquake, it is anticipated that the following are likely to occur: (A) Damage to buildings and other structures, personal injury, and loss of life of the magnitude of at least 5 feet in height. The magnitude of such buildings generally will depend on the size of the earth tremors, the distance to the quake epicenter, the nature of the building and its construction, and the frequency of such explosions. (B) Minor damage or damage to vehicles. © Damage or serious disruption of electrical transmission, and other essential services.
