The division employs a group of staff to assist in the performance of these duties, and maintains a large library and a number of office and administrative facilities for the staff and the forest property. District Foresters are responsible for the management of the forest land in accordance with Chapter 7 of the Texas Forester's Law which provides that in the event of a loss of a forest under the supervision of a District Forester, the owner shall bear the expense of the reconstruction of the property in accordance with Section 40-3-101. This chapter contains a number of penalties relating to the improper use or management of the Forest and specifically describes several specific crimes and criminal offenses occurring in the management of the timberland of another property. In addition, the Division does require a minimum of one-half acre per acre to be included with the value of all timber harvested for firewood by the District Forester prior to being exported to the Texas State Forest. The forest land must be set out for the individual to establish a private forest on the property. Forestland are divided off into areas, each consisting of an area of land designated as a subdivision. The subdivision, or Classified Forest, as they are called, is divided as follows: each subdivision is given its own parcel number; each subdivision is designated with the words “Division of Forestry”, “P.C./Forester”, “State Forest” or “State Forestry”; each subdivision may have a sign erected as designated in Section 34-6-2 for each subdivision. If a sign for one subdivision is not in use, the sign must be changed to state that it is posted, and the sign should be changed immediately if there is the possibility that the sign will be vandalized or damaged. District Foresters do not have any responsibility for the location of any forest land within a subdivision, including, but not limited to, whether the subdivisions border the boundary of a State Forest. District Foresters cannot designate a Forest area that is on the boundary of a State Forest. The district forest, or Classified Forest, is subdivided no later than the end of March of the calendar year in which the district begins operations. Subdivision of the subdivision starts July 1st and continues from that time forward. To change the subdivision dates the property owner must petition to the Director. The property owner must file a petition within thirty days following the start of the district's operations.
