(b) In making selection of grant recipients, the Secretary of Agriculture should give due weight to the total number of students in a given school district and the percentage of the high school graduating class that has failed to successfully complete the high school equivalency exam established by the Department of Education. The Department of Education is charged with developing and administering the high school equivalency program, and the Secretary's selection should be guided by the extent to which the programs and examinations conform to the Department's requirements. At the same time, the Secretary should give an increasing weight to the ability of the high school equivalency exam and the high school equivalency program to assess students' knowledge of science, mathematics, foreign language, general English requirements, and other subjects. © The grant recipients shall be eligible for participation for two-four years from the date of the first meeting or completion of the objectives of the programs. During this period, the grant recipients shall demonstrate the knowledge of the programs and objectives and the ability to apply the knowledge, skills, and abilities learned in the programs to successful completion of their programs. (d) The Secretary may increase the period of participation of a grant recipient by a maximum of three years. (e) Grant recipients desiring to extend the time of their participation must submit a plan to the Secretary during the last year of the four-year grant period. The plan should describe at a minimum the progress the grant recipient is making in the education programs to be undertaken by the grant recipient, and indicate the reasons why the program extension is needed. The plan should be accompanied by an evaluation, performed by an independent evaluator approved by the Secretary, of the activities to be undertaken during the extension period. (3) Types of Grants.
