The Montgomery County Community Justice Coalition is committed to ensuring that the Department of Corrections keeps its promise to be the most professional, skilled, and effective correctional institution in the County. I want to assure you that I will support and advocate for all of our incarcerated offenders. I will continue to ensure that our correctional institutions are equipped to support the needs of those in our jail system, including those who are incarcerated for non-violent crimes and those who have been arrested with weapons. As we look at how to change our correctional system, we must consider why there are so many incarcerated individuals. The Montgomery County Community Justice Coalition is committed to working tirelessly to ensure that every arrest is treated equally under the law. With that in mind, you will see that the Executive Office of New York State is currently working to establish a system of reporting and providing information to better understand the number of arrests and incidents of use of force by correctional officers by County Correctional Officers in Montgomery County. When a non-violent arrest is made and there is not an arrest immediately thereafter, the information is used to determine the use of force by correctional officers in the County. This process helps us determine if officers are systematically using force in an unjust manner, and by how much. We want to be sure that we are not just focusing on use of force incidents, and we are not just focusing on those with the greatest level of use of force incidents. We want to know if we need to re-evaluate our policies to reduce these types of incidents. I am certain that this information will be beneficial to the Commission and all of you as you continue to work toward more accountable, effective, sustainable, and diverse criminal justice services in the County of Montgomery.
