(e) The commissioner shall notify applicants to an insurance company by first-class mail that the commissioner intends to impose a refund tax or that another assessment is due, and shall require a report by the applicant to the commissioner in writing, including evidence that the applicant paid the original fee and the amount of the refund tax;
(f) It is a misdemeanor to allow a motor vehicle to be operated in violation of chapter 1, unless any motor vehicle under the person of the owner of the permit has been reported stolen at any time during the life of the motor vehicle and the motor vehicle has not been reported stolen to the department within five working days from the date of its capture by police or if the person knows or has reason to know that the motor vehicle was stolen before it came into the possession of his or her employer, as provided by chapter 471, or the motor vehicle has not been sold or transferred to another person during the five working days from its capture by police; and
(g) It is a felony, punishable by imprisonment in the Oklahoma Department of Corrections, to permit a motor vehicle under the person of the owner of the permit to stand in a place other than in the position to which the vehicle was properly parked when it was reported stolen, unless the person or company which operates it knows or has reason to know that it was stolen before it came into the possession of his or her employer, to which the state provides for the recovery in any case where a motor vehicle under the person of the owner of the permit is stolen, or which has its title in evidence, as provided by chapter 471; or
