This handbook is also a work of the American Public Health Association. The handbook was prepared by the Environmental Quality Management Section (ELMS) in the Division of Research and Development. The handbook was prepared on EPA's behalf and is distributed under this Act and as a service to interested groups and the Public. This handbook is available free of charge to all agencies and organizations for a period of three years from the date of its publication.
