The purpose of this facility is two-fold: To serve those individuals who cannot participate in the free public health care system because they are unable to pay or do not qualify for benefits or because they are disabled or indigent or otherwise unable to obtain care. To serve those individuals who cannot afford adequate care but have a need for an outpatient care experience. The State's Medicaid Program subsidizes 80 percent of the cost of the facility. The facility is staffed through the Volunteer Income Tax Assistance Program. There are two nursing homes. One is owned and operated by The Vanderbilt Home, a private nonprofit, and the other is owned and operated by The Vanderbilt Home, a public non-profit corporation. Individuals are assigned to either nursing home after a thorough review of their financial status and their ability to do without assistance from the state. A separate facility is needed for those in the program who are not able to continue in the program. The nursing home staff meets a minimum of two hundred hours. All residents are assessed an average of twelve hours of nursing daily. There is a free breakfast, lunch, and dinner provided, and all residents receive their medications from a registered nurse. During working hours, employees are required to use their own clean private rooms for sleep. A non-smoking room is located in building H-1. During vacations, it is the policy of the nursing home to have its employees in the free public program. Employees of the private nursing homes are not allowed to leave their homes unless there is an emergency. All nursing home staff are required to work, including in the free public program. Each nursing home is responsible for its own management of the facility.
