Additionally, when determining the amount of the expense, one must account for other expenses, such as: The additional payments the individual may need for Long Term Care, especially during periods of severe illness; The employee's income and deductions during the period the cost of care is being met or incurred; or Other expenses which the individual may incur, such as additional nursing home visits, home assisted care, and so on. For a LTC employee, such as a Medicaid-eligible individual, these costs may include the following: For a resident of a nursing home, the cost of the resident's care at the nursing home; For an in-patient facility, in addition to the cost of care for an individual, the cost of any personal expenses, from a physician or physician assistant to a skilled nursing aide or the use of a skilled nursing facility, incurred by the residents; and, For a rehabilitation facility, in addition to the cost of the rehabilitation services, the cost of any medical treatments, from a physician assistant to an advanced practitioner, that may be required by the individual involved. The purpose of this Operations Memorandum is to provide CA's with a general guideline for using One's as a cost basis instead of the current method of deducting the cost of care from pay for each item of LTC, and this policy shall be applied beginning upon January 1, 2018, for LTC employees who pay with a debit card. The procedure described herein will be applied equally in any State that has not yet implemented this policy. Changes include, but are not limited to, the following: 1. All costs incurred prior to January 1, 2018, will be eligible for deduction as One costs. 2.
