County funds are provided to administer existing county services to clients with developmental disabilities. This grant program provides a way to reduce the cost of providing these services in a more efficient and transparent manner. As you know, this waiver will apply only to counties located in North Carolina which have a “high-in-need” population and have been given authorization by the State Department of Public Health to administer state approved services to individuals with developmental disabilities with disabilities under the provisions of General Statutes § 15A-1110(e). Since December 2004, the DCC has approved programs through its waiver program which enable counties to administer a variety of special education and developmental disabilities programs with a greater degree of accountability and increased participation than was available prior to this legislation. Your county's application will be reviewed on an expedited basis and the information you supplied will be included within a summary report submitted. Please be advised that this waiver has not been approved for your county as there are currently no applications available from North Carolina counties having an eligible population of more than 10,000 people. If your county, under the terms of the current waiver program, wants to apply for this waiver, you must submit a written application with your full proposed budget to have an assessment of the amount needed to implement the grant and to comply with the following requirements: [a] county must submit a written and detailed budget for the project within 30 days of receipt of the application and supporting documentation to the Secretary; [b] the application will be evaluated by an independent external consultant working directly with the county to determine the project criteria; [c] the county must approve a grant application in writing and make an expenditure plan for the grant within 60 days after receiving the report. The application will be limited to 15 days maximum from receipt of the application with supporting documentation.
