L. 111-203 is amended-- (1) in subparagraph (A), by striking ``for which a repairer license or certificate was obtained by such business'' and inserting ``for which a repairer is licensed or certified by the Secretary in accordance with section 7(a)(2)''; (2) in subparagraph (D), in the first sentence, by striking ``referrals'' and inserting ``referrals in accordance with section 7(a)(2), unless in the case of an organization described in subparagraph (C), referrals are made in accordance with subsection (a)(9); and''; (3) in subparagraph (B)(i), by striking ``is licensed as a dealer'' and inserting ``is licensed as a repairer''; and (4) in subparagraph (B)(ii), by striking ``licensees' and inserting ``licensees, unless in the case of an organization described in subparagraph (C) such members are exempt from licensing under sections 5, 8, or 29 of the Federal Alcohol Administration Act.''. SEC. 1013. REQUIREMENTS RELATING TO REFERRAL PROCESS FOR CERTIFICATES OF OWNERSHIP OF SMALL BUSINESSES. Title III of Pub. L. 111-203 is amended by adding at the end the following new section: ``SEC. 311. REFERRALS FOR CERTIFICATES OF PRIORITY UNDER SMALL BUSINESS ENTITY REFERRAL PROGRAM. ``(a) In General The Secretary shall ensure that the small business entity referral program under this section provides a means for an entity to seek a certification by the Secretary for a business located within the local service area of an applicable distributor.
