However, when programs are provided in a fragmented, “muddied” landscape, children are at risk for failure, and low-quality programs may undermine children's cognitive growth, physical activity, and social connectedness. New York City is trying to address some of these barriers by developing an integrated plan for providing high quality early childhood development programs through the Early Childhood Development (ECDC) program. The first of its kind, the plan was designed to: Reduce gaps in access for low-income, minority and disabled New Yorkers by developing a single, integrated approach to providing quality early childhood education and services Promote equitable participation in high quality early learning programs by ensuring equitable access to these programs by all eligible children Increase the likelihood that high quality children will pursue high school graduation Strengthen access to quality prekindergarten and child care The plan recognizes that some gaps in quality will persist in the implementation of the Plan until the implementation of the comprehensive Early Childhood Development (ECDC) program, which is expected to begin in the first quarter of 2006. In particular, the ECDC program will be the first of its kind in New York City, a city that has developed an advanced education and workforce plan. The plan will address access to quality pre-kindergarten programs in New York City, establish a citywide, high quality school readiness program for low-income, minority and disabled children, and increase access to early learning opportunities for all children through an integrated, multilevel access system. The Council Committee on Children, Youth, and Families, which created the plan, has committed to ensure that each element of the plan is delivered to meet child and family access and equity, and is in alignment with the Administration for Children's Services' mission, guidelines, and policies. This memorandum serves as an introduction to the plan and provides the Department's perspective on its implementation and implications for the City's children. Background The plan was completed during 2, and was revised in 2004 and 2005. It calls for providing 4,000 to 8,000 hours of service for low-income, minority and disabled children in the City by the end of the decade. The plan does not specify the number of hours of service that will be provided under the model ECDC program. The model ECDC program will be funded through the City's current and anticipated operating budgets that would be adjusted yearly to reflect inflation.
