The requirement that at least 50 percent of its gross square feet are leased space does not apply to commercial office buildings. Commercial buildings may be exempt from receiving a grant based on the amount that the building owner or operator of the building has already invested in a grant. What is a grant? A grant is a subsidy for private-sector investment in energy efficiency or low carbon emissions. How does the state administer the program? The energy efficiency projects funded through the program are awarded through competitive annual grants. The state establishes performance standards and incentives for each recipient to meet those standards and to continue improving their systems by meeting the energy efficiency goals established by the State of Michigan and the U.S. Environmental Protection Agency. The State of Michigan then pays the recipient for the energy and related costs of participating in the program. What types of projects may be funded? A grant may only be used to implement improvements that significantly improve energy efficiency of electrical and electronic equipment. In some cases, energy efficiency projects are not suitable to qualify as grants since such improvements would not improve the performance of any private-sector equipment. The following projects may qualify as both grants and improvements: Improvements to existing commercial spaces to reduce the number and types of energy-consuming heating and cooling systems, and to reduce the energy demand on other utility and other electrical systems. Improvements can include, but are not limited to, replacement of heating, air conditioning, and lighting systems, and installation of energy efficient lighting fixtures including weather stripping. Improvements to existing commercial spaces to reduce the size and number of electrical and mechanical devices, the energy demand on other utility and other electrical systems, and to decrease the amount of heating, cooling, and lighting that are required. Installation or replacement of critical equipment such as combustion engines, combustion pumps, pumps for the recovery of air, heating, or cooling, and pumps and regulators.
