ACTION: Determining the use of the current funding level of 2,081,500 pursuant to Section 1150 of the Higher Education Act of 1965 (20 U.S.C. 1070a). DATE: TO: August 20, 2012. Subject: Allocations of Funding. MANDATE: As part of Department of Education's (DEA's) Comprehensive Strategic Plan (CSP), the DEA is updating the allocation method for the CTE Unit, Office of Postsecondary Readiness, to address the Agency's FY 13 funding priorities and other programmatic priorities. The proposed amendment would raise the funding level for the CTE Unit from 1.981 million to 2.081 million, with a new 250,000 grant for the CTE Unit for Title II programs. As requested on August 18, 2012, we will continue to consider this grant as part of its CTE Program. In addition, DEA has determined that to reflect the changes to funding amounts under the 2 appropriation, we will increase current CTE Unit funding levels and will continue to fund the CTE Unit's allocation of 250,000 with the 2 Higher Education Act funding level of 2,081,500. The Office of Postsecondary Readiness serves as the interagency coordinating body responsible for all matters relating to postsecondary education in the Department of Education. It is a subunit of DHS-Office of Community Partnerships. Since its inception in 1983, the office has become a key component to DHS's overall education policy, oversight, and support for college and career readiness. Its principal responsibilities include the development and implementation of a strategic approach toward postsecondary education; the development and enhancement of DHS's educational investment practices and support for postsecondary institutions; and a broad portfolio of functions that support postsecondary education, including, but not limited to, accreditation, monitoring of institutions by DHS's Office of Inspector General (OIL), training and mentoring of educators, quality assurance of postsecondary education, and postsecondary outreach activities related to community colleges and community colleges. The CTE Unit has established a National Postsecondary Education Data System (NEEDS), which provides information on the student enrollment at each institution of higher education and the number and types of students enrolled and matriculated at that institution. CTE Unit funding in this request represents a small percentage of DEA's total budget of 8.4 billion, of which the Department's general programs, grants, and loans account for approximately 55 percent.
