Summary of the program and the key objectives 1.1 The cultural policy of the European Union will contribute to a stronger, brighter and more democratic Europe. It will develop the European Union as a cultural superpower by ensuring access to a cultural life of every person, in every part of the world, by promoting cultural diversity, by bringing cultures and beliefs closer together and enhancing the knowledge and values of the European Union. 1.2 The European Union will pursue the strategic objective of strengthening democracy and human rights. In doing so, the European Union will support and foster pluralist values in all their aspects, taking into account the diversity of the peoples of the European Union. 1.3 It is critical for the promotion of democracy, human rights, cultural diversity and the promotion of economic and social development. The European Union will promote the development of the arts in the EU Member States through a series of initiatives and through the cooperation of Member States and European organizations in the field of the arts. 1.4 The European Union also sees the need to protect and develop cultural heritage, especially on the Palestinian territories, for the benefit of all peoples of the EU. The Commission believes that this objective can be fulfilled through several and complementary instruments, from policy co-ordination to funding and from cultural co-operation to scientific research activities. 1.5 To achieve the above objectives, the European Union supports the cultural activities of local authorities and in accordance with the European institutions' cultural policy priorities. The European Commission encourages all Member States and EU institutions to consider the cultural activities of local authorities, including cultural programs on a broader scale, when setting cultural policy priorities in line with the promotion of democracy, human rights, development and peace. 1.6 The European Commission considers that a diversity of cultures and cultural expressions within the EU can be an asset for the promotion of intercultural understanding and respect of cultural differences. The European Union sees that culture can contribute to understanding between cultures and can contribute to enhancing relations between Member States, European institutions, Member States' organizations and international organizations. The European Union does not want to prevent a cultural diversity in order to create a Europe of homogeneous cultures. Member States can promote cultural diversity by implementing measures of support to local cultural organizations and by developing regional programs of cultural co-operation. 1.7 The Commission will monitor the implementation of the programs and projects proposed in the open call, and will continue to monitor and support the implementation of the policy priorities proposed in the call.
