For the purposes mentioned in section 5(2) of the Act: (1) In order to assist in the evaluation process for a variance application we require: a) for the applicant to supply an engineering report and/or a design report, to determine: the effects of the proposed electrical protection on the condition and safety of the existing electricity system and the extent to which there are any proposed improvements to that existing electricity system that would not be adversely affected by the proposed electrical protection and b) to submit the relevant information on a form provided by us; and c) a copy of the plans, specifications, documents, drawings, and any other documents required by this Act for the proposed electrical protection and for any proposed project to be covered by the proposed variance; d) In order to assist in the evaluation process for a variance application to increase the capacity of a municipal electrical generation plant to accommodate a further increase in the size of a municipal water system, the applicant must provide evidence to show that: a) no additional costs have been accrued or will be incurred by the applicant that are greater than would be incurred if the applicant had applied to obtain a variance to the existing requirement, and b) for an increase from 20 MW to 50 MW the project will be of an approved scope and construction will be undertaken at the same time as the electrical protection; (2) An additional requirement for the above-noted equipment or system is set out as follows: a) an additional 2.0 million in capital costs that will be incurred by the Applicant to provide the electrical protection; and b) the cost of the additional equipment or system must be offset against the capital costs. 3. Application for the Variance. (1) An applicant for a variation is required to complete an application: (a) on or before December 30th (whichever is earlier) following the date of the last filing of documents required by this Act; b) in accordance with the applicable application form; c) on a form provided by us; d) in accordance with the applicable information contained in the application; e) signed and witnessed by the applicant or his or her agent or representative; and f) accompanied by the documents required by subsections (4) and (5), if applicable.
