The personal tax and benefit calculations are based on the 1995 tax and benefit base, the 1996 personal tax and benefit numbers, and the 1996 seasonally adjusted average personal income numbers in the Survey of Employment and Payroll Dynamics for the years 1993 to 1999. The data used to compute the personal tax and benefit growth are from the Survey of Employment and Payroll Dynamics which collects information from many companies, including both public and private employers as well as individuals. This year, the data are from October 1998 until the end of January. The personal tax and benefit model is based on income and expenses from all sources, with the major contributor being family income, in both the public and private sectors, of persons in private households, including the spouse. It is used to calculate personal income and personal tax and benefit figures. The personal income from employment is divided by the total employment by province from the previous year to get provincial personal income data.
