It will provide the best protection for the natural heritage of Canada through the conservation of ecosystems and biological diversity in the province of Alberta. This bill would make the provisions of the Conservation of Nature Act 2001 applicable in Alberta, with a few exceptions. However, it will preserve the integrity of the legislation which we believe is needed so that we can continue the process of improving our conservation programs. Bill 15 is now being debated in the Assembly. It is now the responsibility and duty of the government to respond to the Assembly on this bill. There is a very broad and growing support for these issues and as a result the majority of government members believe that the bill will be voted in the assembly this evening. At this point I would like to emphasize that our government is not opposed to a change in the law. This bill was not a government bill. It was a private member's bill in which the former NDP members and many of the current members sat. But it is our obligation to support this bill and support the people who voted for it. This bill has taken many months of work by dedicated people in the province of Alberta. I am pleased to announce that the bill is now being considered by all members of this Legislature. It is my intent and hope to secure a third reading for this bill at the end of the current sitting, because I believe it has the opportunity to go forward to be adopted into law. This is a very important step in ensuring that the future of Alberta's heritage is protected. This is not just a bill that will do the right thing because it is good for the environment of Alberta. It is the right thing because it is good for the environment of Canada, but it is also the right thing because it is good for the future of our children and our grandchildren. I have heard from many Albertans throughout the province who are concerned about the passage of this act and the way in which it is handled. A bill introduced by the Minister of Environment and a bill that was already on the order paper from the Minister of Interior, which has passed third reading, were two different pieces of legislation intended to create one bill. These bills were meant to be seen as a package, but it was unfortunate that they were not seen in that manner. They were a package which, when they are dealt with, will allow the government to provide more comprehensive laws to protect the environment and to support the conservation of Alberta's natural heritage. A lot has happened in just the last couple of years.
