As the survey was under way, staff had not examined the impact of the assumption that water loss from the river corridor was 20 cubic meters per second and was only looking at the flow rate, not the loss or gain in the volume of water, as is the case with some other inter-basin water movements through the province. Thus, based on the premise that water may not be flowing as in current water movement estimates, the Council's Water Flow/Volume Project was designed to help us better understand how flows through the province currently are as well as to further develop future water supply models and estimates. In June 2008, the Council and the Alberta Water Development Corporation jointly published an interim report by Prof. Thomas Ruttier, who presented information for the first time (as a member of the council in 2002 and 2003) about the flow rate estimates associated with the model. Ruttier provided information to help identify the major challenges with the existing water-volume estimates, identify alternative estimates that could be made based on more reliable data sources and, most importantly, identified a number of major errors associated with the existing estimates. Subsequently, Prof. Ruttier presented additional information about the assumptions involved in water-volume estimates for Alberta and some of the changes that have been implemented in the updated analysis. Since the second quarter of 2008, a number of updates to the model were made. These updates, both to the methodology and the model, are discussed in this paper. There are three broad categories of errors in the model: 1. Errors associated with estimating the volume of water moving in and out of the province based on historical data (or using the water-volume estimates that already exist). 2. Errors associated with comparing volume estimates from different models by assuming that flow rates for different waterfalls are equal and to then compare those flow rates to see if the volume of water going out (the flow) is the same as the volume going in (the volume), therefore accounting for any changes (a term which is not used in the model). 3. Errors associated with correcting for errors that had occurred, such as if volume information was provided when water is measured (but not when water flows in).
