The WEI's home address must be in Michigan and must be the employee's primary residence. The employee's employer's main address must be in Michigan. The primary residence of a retired individual must be in Michigan if the individual earns less than 1,000 in total compensation. The retired individual can enroll with any other eligible individual if the retirement was before December 31, 2009. If an eligible retiree currently receives coverage as an independent contractor, the eligible retiree's employment relationship will be evaluated by the employer to determine if the individual has satisfied these eligibility requirements. If the individual has satisfied them, the eligible retiree and the other eligible individual may jointly enroll under the WEI program. Under the Other Eligible Individual (WEI) program: Underwriting rules for the WEI program require both the employer or the enrolled retiree to participate in a qualified health plan, which in this case is the WEI. The amount of employer contributions to the qualified health plan will be based on the employees' gross earnings and the coverage required by the health benefits plan will have the same actuarial value. The retired employees can change their health plan to any qualified health plan if it is a comparable health plan at the same premium rate. In general, the employer does not have an obligation not to decrease the employer contribution to the qualified health plan. It is considered a voluntary employer contribution under the terms of the WEI program. If the employee chooses the WEI, the employer pays all the premiums for the program until the employee retires and the employer also pays any costs incurred during the employee's coverage period for any health benefits plan.
