The military is not supposed to meet with extraterrestrials, in this instance, the aliens will be meeting with the US military. That being the case, it has to be done covertly. As for the other methods: negotiation, negotiation and more negotiation, the ACC would never be forced to negotiate with an alien military.) And the second, and perhaps most critical step, is their choice of the particular aliens to approach.
