Cardigan of the National Institute of Aeronautics and Astronautics (NCAA) will release the second of three papers on UFOs that he hopes to get published within a year or two, you'll find the rest of us ready for the arrival of the aliens-even if they aren't all that friendly. But let's look beyond the UFO headlines for a few more reasons to be hopeful about our alien neighbors.- They seem to possess a certain level of intellectual curiosity, so if anyone, anywhere, wants to talk with something beyond our atmosphere, they can try to approach them. In July the NI AAA received a proposal from an Air Force Air Combat Command (ACC) unit to try, once again, to talk with UFOs that may have been captured by our space surveillance satellites. This time the subject of this proposal is rather different from the prior proposal. Instead of talking to these UFOs, the ACC wanted the military to try and obtain scientific information from them. So how did the ACC choose to deal with their first proposal and, ultimately, their second? With a rather unusual strategy. First, they decided to seek a meeting with the aliens directly and then make their proposal to them. (This is a little known procedure called “conflict resolution” in military and diplomatic circles. The military is not supposed to meet with extraterrestrials, in this instance, the aliens will be meeting with the US military. That being the case, it has to be done covertly. As for the other methods: negotiation, negotiation and more negotiation, the ACC would never be forced to negotiate with an alien military.) And the second, and perhaps most critical step, is their choice of the particular aliens to approach. The aliens who have been chosen are “non-physical beings of an advanced scientific civilization whose technological knowledge exceeds our own.” (page 1, emphasis added) This is where these people are not human at all. They've actually been visiting us for years and years, and they are not, at this time, human. They are advanced extraterrestrial, and we are at the mercy their curiosity, in a most direct, one-to-one basis.
