The property is situated on the north side of West Fayette Street between Penn/Patterson Ave. and West North Avenue, overlooking one of the largest and most developed parts of the Baltimore Metropolitan Area. In accordance with the Baltimore Open Space Program, the development will utilize existing urban greening and landscaping, and will incorporate a variety of passive features in conjunction with programming for access, health/fitness, and outdoor recreation. Within the context of this community park, programming includes hiking, walking/biking trails, a bike repair station, an exercise and fitness building, and an ADA lift ramp. The park will also offer green space oriented toward the waterfront in a new park at the entrance to North Ave. and Fayette Street The planning documents for the project will describe the park's physical features, as well as describe the program that will incorporate it. The planning documents will also include a master plan that describes the layout and design of the project and its associated park features. A design contract will be awarded in response to this solicitation. The design contract will develop a design concept and contract requirements for the proposed park. The completed design concept and contract will include a conceptual design that incorporates project specifications and information about potential users of the park and will include design analysis. The proposed design will be a “green” design, which utilizes the best available modern design standards as well as existing city landscaping and green space. This project will leverage the city s land use design policies and practices for active and passive use. At a minimum, the concept is expected to include: Access from North Avenue and Fayette Street. Directions to the park from street level and from parking lots on North Avenue/Fayette with a pedestrian and bicycle infrastructure. The use of natural landscape features; for example: landscaping and greenery along the corridor for pedestrian access and parking. Moderately steep hills and hillsides for the access of bikes and pedestrians along the park trail. A park bench/restroom area that is at least 1.5 m above grade to minimize surface traffic collisions. A small playground and play structure that is located in the middle of the park. The use of landscaping to block views towards the waterfront and other park resources. The inclusion of a public/programmable facility with restrooms and/or showers for access, health/fitness, and outdoor recreation. An ADA-compliant facility (i.e.
