This was an emergency measure so that schools could be funded even through the end of the year. That statute requires the Board to adopt one of two proposals to correct the problem of excess enrollment in the state. Proposed by USERS, the Board rejected the second proposal, but approved the first. USERS is requesting that the Board either: (1) provide for the re-allotment to all districts in the state of the number of people who were removed from the original district in which they qualified by this Act, or (2) set aside the excess as a fund for future need at the discretion of local administrators. USERS is prepared to pursue both alternatives if the Board decides to use either method. In the meantime, USERS is asking the legislative delegation and Governor to make funding the state schools a priority in their State Programs. Special Session Report to the Legislature — SB9, Senate Bill 90 — USERS' Proposed Solution to the Problem of Excess Enrollment. The following is a summary of our recommendation: (1) In order to provide funds to districts that lost people from the original district during the hurricane, a reallocation of the original person or people to districts that would be required to absorb the loss of state education funds must be enacted. (2) In the absence of an act by the Board to set aside the excess as a fund for future needs, the local administrators of the affected districts should be asked to establish this fund to be used if any people lose eligibility for federal education assistance.
