Vehicles without Illinois inspection stickers issued pursuant to Section 3-412 may be operated on the State's highways and used for commercial purposes only if the applicant provides proof from an EPA certified emissions' inspection station showing that the vehicle failed the emissions' inspection station inspection in the vehicle's previous registration year or that does not have a valid certificate of inspection issued by the state inspection station. Motorcycles may be operated exclusively on the State's highways. No fee may be charged for this special plate. MILITARY VETERANS (W2) The Secretary of State is authorized to issue, when authorized by law, a special license plate bearing the words, “Military Veterans (W2)”. Vehicles bearing this plate shall prominently display the plate along with the phrase “Military Veterans (W2) — Illinois” in lettering of at least 8-point type as defined in Section 1-205 of this Code.
