In return for providing quality child care, child care providers agree to pay back the program money, or repay up to 50% of the cost, according to the terms of the agreement. How does this program work? The Division sends out a request for proposals and child care providers respond. Each child care provider is required to apply for a guaranteed loan. There may be a minimum number of applications a provider must receive from banks. All providers must agree to return 50% of the approved loan, or a portion thereof, when the approved loan amount is exhausted or is paid back. If a provider is rejected, the Division must make arrangements to try another provider through a different process. Will the guarantee continue? The guarantee will continue for as long as needed to meet the child care provider's needs. The guarantee will expire at the close of the loan period if payment is not received on time. The money remains in the loan program until the loan is repaid or the agreement is terminated with no payment received. Please be advised that the Division of Child Care and Early Childhood Education will not consider loan requests where the child care providers have not fully complied with their financial obligations as described in the initial request for proposal documents. The request will be returned without review or consideration of the conditions of the guarantee. How do I apply to get a guaranteed loan? A parent or the parent's legally designated officer must complete the application. A copy of the applicant's Arkansas Driver and Motor Vehicle License must be provided, along with Social Security Numbers. Applicant must include a check or money order payable to the Arkansas Department of Social Services along with all additional information requested on the application at time of application, for a guaranteed loan of up to 3,000 for the next twelve months. Applicants must submit all required documentation no later than September 1 or the application fee is required. What is considered a “low income” when applying for a guaranteed loan? When a Guaranteed Loan is being provided, the loan guarantee is determined on the basis of the child care center's cost per child. The child care center must have an average cost per day of 7.25 or less for the entire twelve-month loan period. All other allowable loan types are excluded. What is the cost per child? 3.85 This is a cost per day. Where should I file a guaranteed loan? A guarantee application should be filed with the Arkansas Department of Health Services by mail.
