DEFINITIONS: A beneficiary is any individual, person or organization, or other entity entitled to receive monies under the provisions of this act, or any combination thereof, if they are designated for receiving monies under this act. The term “deadly force” means all force and violence whether used or threatened on the seas or on land, and includes any armed attack, fire, attack, threat, and a person's imminent flight or hiding. Payees must submit a completed payee form to an area commander, who must enter that information into the Payee Processing System prior to assigning the payee to the Area Payee Command or the Payee Processing Command for pay or other benefits or payments. The term “service” means any service that is classified as a separate Paying Service under the Federal Personnel Act [50 USC App. 3a-4b].
