The National Deaf-Blind Education Act (NEVADA) requires Federal agencies to develop Federal policies and procedures for the development of public policy and planning in all areas (including State) where deaf and disabled persons are concentrated. On this issue, the Director of the Health and Human Services (HHS) Office of the Assistant Secretary, National Institute of Health (NIH) will: (1) Coordinate public policy and planning with the State and local agencies charged with administering Federal program, in accordance with NEVADA (2) Provide a general policy statement and brief guidance documents on deaf-blind education to State and local agencies, and (3) Issue guidelines to States for establishing State programs to meet the special needs of children with disabilities, and for evaluating the performance of the individual State programs.
