State Planning Councils. The National Deaf-Blind Education Act (NEVADA) requires Federal agencies to develop Federal policies and procedures for the development of public policy and planning in all areas (including State) where deaf and disabled persons are concentrated. On this issue, the Director of the Health and Human Services (HHS) Office of the Assistant Secretary, National Institute of Health (NIH) will: (1) Coordinate public policy and planning with the State and local agencies charged with administering Federal program, in accordance with NEVADA (2) Provide a general policy statement and brief guidance documents on deaf-blind education to State and local agencies, and (3) Issue guidelines to States for establishing State programs to meet the special needs of children with disabilities, and for evaluating the performance of the individual State programs. A copy of all of these documents are attached for your information. The program office will be in contact with you as required. In response to recent requests by Federal agencies, HHS has developed a guide to provide a summary of current policies and procedures in the areas of special education and programs of public education for deaf and blind children. This paper is intended to inform public decision makers of the policy and planning issues raised by these areas at the national level. The Federal agencies to which the guidance has been directed are the Departments of Education, Labor, Health and Human Services, and Defense.
