The RIPE NCC's Region 4 (R4) is in the Netherlands, one and a half hours from The Hague, with a long weekend from September 13 to 16, and in the beginning of October and in October. The Region 4 is a regional Internet Exchange Point (IPHIX). The topology of the RIPE NCC is to have regional IPS in most zones where the network runs. This allows each ISP with the appropriate private IPv4 address space to allocate IPv4 addresses to the RIPE NCC, which is required for the LIR's to operate without IPv6-based addressing (IPv4) in their network (IPv6 does exist, but it's the responsibility of the routing infrastructure to forward queries to specific addresses that are needed by the ISP, and the LIR's to use IPv4-based addressing from the RIPE NCC). For many years, the RIPE NCC had a large public IPv4 address range, covering all RIPE regions and the entire world. Because RIPE NCC infrastructure was at the same time spread across multiple locations, this public IPv4 address range was often too small for the RIPE NCC to manage all the LIR's. With the introduction of IPv6, it became desirable to have larger ranges of allocated addresses, particularly to make the routing work properly and more efficiently for the IPS in the RIPE Region. This is the purpose of the second RIPE-NCC public IPv4 address space, known as the Provider Independent (PI) allocation. As IPv4 infrastructure is more widely deployed in the RIPE region, the need to have an additional IPv4 address space has also increased. There is no policy on the use of the PI allocation. A public IPv4 address is allocated for LIR's with valid IPv4-based public IPv4 zones. It is allocated privately and assigned automatically with the automatic assignment of a valid public IPv4 address. The PI allocation covers all the public addresses within that region. The allocation is also used by some LIR's without an assigned public IPv4 address to use private IPv4 (IPv6 + IPv4) addresses in their networks and to allocate addresses themselves. This document covers the PI allocation for this region, starting with the regions where routing policy allows the PI address space to be used.
