In fact, some of us at the Institute are very glad to see George W. Bush taking a stand in favor of black progressively. And, not long ago, his Administration's position on the death penalty was a welcome change. What a difference seven years make!!! We at the Institute believe that “the silent are silent no more.” We believe that in the past, blacks spoke up and made it known who was running this country. And we believe they will do the same in the future. We are confident that even if the most conservative members of the Reagan-Bush White House remain opposed to the death penalty, they can make the right decision. If the Administration's new position on the death penalty is rejected by Republicans in Congress, it is unlikely that George W. Bush will be willing to risk the economic and political fallout that may flow from a loss of bipartisan support. With the election looming, however, if he reverses his position, his support among the African-American community will evaporate. As President, a Bush Administration would face much less pressure to take positions on divisive issues, such as immigration. Yet, even if the Administration makes the right call on the death penalty, the black community would not have reason to sit idly by if it were attacked for making a “racist” attack by its GOP friends. The current black political leadership of the Republican Party has been able to portray its opposition to the death penalty as only politically motivated (a position, to be fair, that the Republicans themselves sometimes use). A black Republican has little moral or historical grounds on which to claim that Democrats would ever take a position contrary to that of the President. So, there is an opportunity for African-Americans to make a “political difference” — and to make a statement regarding the President's support of minority-rights and equality. If a black Republican leadership is not willing to take such a position, then those Republicans who oppose the death penalty will be given cover to say that George W. Bush is politically naïve/racist for supporting policies that would ensure real equality for black Americans and that he is a man whose views will get old quickly. We have seen the same thing already happen in the past. At a certain stage in the fight for African-American equality, many African- American intellectuals (particularly African-Americans of a liberal political orientation) began to distance themselves from the President.
