It also includes a number of key changes to the annual leave-to-retire benefit and health benefits that were also passed by Congress this year and included in President Barack Obama's 2009 budget for the Department of Defense. As reported by the Department of Defense (DoD) in June 2010, many veterans' advocacy groups are concerned about changes to the military's pay and benefits. The bill's sponsors want to: Provide more generous health care coverage to current service members, reservists and retirees. Provide higher pay for service members in some specialties with the implementation of the new GI Bill. Continue to allow for non-covered military families to receive certain pay, with an emphasis on active military members and reservists. As stated by Congress, many veterans' advocates are worried about the changes to “the basic pay and other benefits given to the millions of Americans who serve in the U.S. military today,” as well as what they view as the lack of transparency in how the military has increased pay. There was more bad news on the pay front later in the year as the DoD continued to delay the end of a one-time pay hike for non-covered military and reservist families for one extra year — the first year that was supposed to be changed due to a new law passed in 2006. The Military Compensation and Retirement Modernization Commission, and the Secretary of Defense, had hoped to get the change implemented by the end of this year but were forced to extend that deadline to this January 31. This extension means that non-covered military families still must wait until 2011 before they will get the pay increase. For the military families this means they may not see a much-needed raise until 2013 or later. As reported in June 2010 by the DoD, the average monthly full compensation for veterans receiving pension pay continues to be 1,085 in 2010. This may not have looked so bad when compared with their pensions in previous years but as the DoD has recognized, this is now well below the average monthly pay for all other workers. In 2009, the average monthly pension to all civilian workers was 1,039. If you include veterans, their average monthly pension was 636 — still well below the cost of living and pension.
