The reason for the milk supply reductions in particular is that the dairy industry is facing extreme weather. Milkweed has identified seven consecutive months in which milk production has fallen between 5 and 20 percent in the summer. According to the U.S. Department of Agriculture, the United States' per capita milk production has fallen from 5.7 million gallons in 1983 to 4.0 million gallons in 2001. The average U.S. household now purchases about 100,000 gallons of milk. The report was the results of a nationwide survey of dairy farmers in 2003. Milkweed said its nationwide survey of 1,100 farmers, in partnership with the dairy industry publication Modern Agriculture, showed that about 80 percent expect to produce less milk this year because of weather conditions: “Consequently, we estimate that the U.S. average loss in U.S. production for 2003 will be between 5.7 and 7.4 million gallons.” Weather patterns are driving these farm gate supply problems. The report indicates that the average U.S. summer is the second warmest on record. The June-August months, which are usually the time of the greatest losses in output, were drier last year than normal and in the first three months of 2004, production in the United States totaled below normal. Last year, the number of days in June with “cool” or “rainy” weather, a condition called drought, increased from 20 to 23 percent. Drought affects every part of the U.S., from the south central states across to the Great Plains, and even Alaska. The Milkweed Project has the following recommendations for the dairy industry: 1. Dairy Farmers. Use the best available management practices maximizing crop yields, minimize farm labor losses and increase cash receipts for all income and operating streams.2. Dairy Industry Associations, Agro-industrial and marketing organizations. Establish a dairy management policy and monitoring system for farmers, producers and other related groups.3. Farmers. Work hard to increase the diversity of crops in their farms.4. Milk Processing Technology and suppliers. Do not sell high-priced, high-end dairy products.5. Milk Processors and suppliers.
