An image title represents the image's meaning, and purpose visually for the user. A search engine can read the image titles as they read the image alt tags.
You should add alt text to most images on a webpage for the sake of SEO, UX, and accessibility — however, there are exceptions. Images that are purely decorative or are described in text nearby, for example, should have an empty alt attribute.
Alternative (Alt) Text is meant to convey the “why” of the image as it relates to the content of a document or webpage. It is read aloud to users by screen reader software, and it is indexed by search engines. It also displays on the page if the image fails to load, as in this example of a missing image.
Image title is basically the name of your image. Like alt text, it lets users and search engines know what's in the picture. Unlike alt text, the image title is not displayed when the image is missing or not loaded properly. Instead, it is displayed when the user hovers their mouse over the image.
The alt and title attributes of an image are commonly referred to as 'alt tag' or 'alt text', and 'title tag'. (Technically they're not tags, they're attributes, but you don't need to worry about that). These attributes allow you to add textual descriptions of your image, which can help with both SEO and accessibility.
In the context of the image tag, alt text is used to describe visual elements to users who can't see them, either because the image failed to load or because they are using a screen-reader. The image title attribute is only visible on mouse-over and displays just the image title.
