Identify an available frequency in a specific location. Get permission to install an FM transmitter and antenna in that location. Submit an application form. Pay an $394 application fee. Participate in the auction process. If you're successful, pay the license fees. Install your transmitter and start broadcasting.
Apply for a frequency. It may take a long time before you're assigned a frequency [source FCC]. Apply for a license. It's illegal to operate an unlicensed radio station, even at extremely low power [source: FCC]. Establish a source of funding. Remember, you'll need to pay for studio space and power, among other things.
Most other fees are also identical regardless of which band the station is on. An application for a new license will cost $725. Main studio waiver requests will cost $1,110. License renewal applications will carry a $200 fee.
The low power licensee must be local. In order to apply within the first two years of the service, an organization must either have its headquarters or campus within 10 miles of the low power radio station antenna, or, 75 percent of its board members must live within 10 miles of the station antenna.
UNLICENSED LEGAL FM Regardless of popular misconceptions, it is not legal to broadcast on FM at low power, or at any power, without a license from the FCC. The only exception is that you are allowed to broadcast on FM without a license if your transmitter produces about 1/25th of a watt, or 25 milliwatts.
Hold or qualify for a GROW, or GM DSS Radio Maintainer's License, or First Class Radiotelegraph Operator's Certificate, or Second Class Radiotelegraph Operator's Certificate. Those last two licenses are no longer issued. Pass Element 8 written exam.
How to obtain a License: To obtain a GROW License one must submit to the FCC, Form 605 and Form 159 with Proof of Passing Certificates for Elements 1 and 3. (Some Commercial Operator License Examination Managers will submit these forms for you.) All exam questions are multiple-choice.
The FCC mandates that individuals hold a General Radiotelephone Operators license in order to perform certain specified duties at these stations, such as operating, adjusting, and maintaining the transmitter equipment. Since many jobs in the shipping or aviation fields require the license, it can be useful to obtain.
