Had a few difficulties with the process, but was able to sort it out after a little experimentation. I would like the ability to vary the size of signatures. I also tried to change the date format and set a new default but it didn't seem to work. Overall, I was ok with the program but I really didn't find it fitted my purposes.

To create a supply line, use the workshop in one of the settlements, highlight a settler and press [Q] (or RB/R1 on XBOX/PS4) to display a list of owned settlements. Select the settlement to which the player character wants to link the current settlement.
Supply routes work both ways. You only need one settler to connect 2 settlements. For your second example, all three settlements will have access to all of the workshop inventories.
Send extra 'Settler' type NPCs from unconnected settlements to connected settlements, then assign them to supply lines. Build a Recruitment Radio Tower, hook it up to power, and wait for new settlers to arrive.
What Supply Lines Do. Supply lines send food and water to other Settlements, while also allowing you to craft without the Settlement actually having those items or you carrying them around. If you have copper in one Settlement you can use it to build in another if they're connected.
To create a supply line, use the workshop in one of the settlements, highlight a settler and press [Q] (or RB/R1 on XBOX/PS4) to display a list of owned settlements. Select the settlement to which the player character wants to link the current settlement.
Your settlers at home can die. Note that once a 'settler' has been assigned to a supply route, they will be a 'provisioner' the next time they are loaded. Provisioners who are away from a settlement can't die. The can get knocked down for a few seconds like other essential NPCs, but they get right back up.
Basically you have to wait at the settlement until the provisioner and their brahmin turn up, then while in workshop mode click on the provisioner and send them to another settlement. This will cancel the supply line, and send the settler to the other settlement where you can then do whatever you like with them!
