Click on the cell that has the conditional formatting you want to copy. Click Home > Format Painter. To paste the conditional formatting, drag the paintbrush across the cells or ranges of cells you want to format. There are multiple ways you can specify the conditional format in a cell.
To do this, highlight the cell you want to copy, and hit the Copy button on the Home tab or Control-C, and the go to the target cell and hit the Paste button the Home tab or Control-V. But this approach will not only copy the conditional formatting rule but also copy the value, which is not required in many cases.
Highlight the data range you want to format. Choose Format > Conditional formatting in the top menu. Choose Custom formula is rule. Enter your formula, using the $ sign to lock your column reference.

Select the cells that you want to format (A2:D4 in this example) On the Ribbon's Home tab, click Conditional Formatting, then click New Rule. In the New Formatting Rule window, click Use a Formula to Determine Which Cells to Format.

Select the cell with the formatting you want to use and copy it. Go to the sheet in doc2 you would like to modify. Right click and choose paste special and then paste conditional formatting only. Delete the pasted sheet if you don't want it there.
The answer is yes and no. Any conditional formatting argument must generate a TRUE result, meaning that at a literal level, your conditional formatting rule is an If/Then statement along the lines of If this condition is TRUE, THEN format the cell this way.
Excel does not have a built-in function to determine cell color. You would need to use VBA code to determine cell color. If you can use a VBA solution, search the Forum using terms like: Count cells by color, or Sum cells by color, etc.
