The Radix64 is also called as Base64, is a group of similar binary-to-text encoding schemes that represent binary data in an ASCII string format by translating it into a radix-64 representation and symmetric key encryption is a technique for encrypting data by using a single key.
A Base64 string will end with == if and only if the number of bytes it encodes, mod 3, equals 1. Do you see the pattern? It happens that 16-byte (128-bit) encryption keys are very commonly encoded in Base64, and since 16 mod 3 = 1, their encoding will end with ==.
The reason R64 conversion is useful for an email application is because it blindly converts the input stream to radix-64 format regardless of the content, even if the input happens to be ASCII text. RFC 5322 defines a format for text messages that are sent using electronic mail.

A Data URL is a URI scheme that provides a way to inline data in an HTML document. Also, an image encoded as Data URL is generally a bit bigger than the same image in binary format. They aren't much practical if your images are frequently edited, since every time the image is changed, it must be encoded again.
It happens that 16-byte (128-bit) encryption keys are very commonly encoded in Base64, and since 16 mod 3 = 1, their encoding will end with ==. But your string, decoded, is 61 bytes (488 bits) long. That is too big to be most sorts of encryption key, and too small to be an RSA key.
Go to Settings in your menu and select WiFi. Choose the network you are correctly connected to and select View. You will find your security encryption type under Security.
In base64 encoding, the character set is [A-Z, a-z, 0-9, and + /]. If the rest length is less than 4, the string is padded with '=' characters. ^([A-Za-z0-9+/]{4})* means the string starts with 0 or more base64 groups.
