To prevent an API from being overwhelmed, API owners often enforce a limit on the number of requests, or the quantity of data clients can consume. This is called Application Rate Limiting. If a user sends too many requests, API rate limiting can throttle client connections instead of disconnecting them immediately.
A rate limit is the number of API calls an app or user can make within a given time period. If this limit is exceeded or if CPU or total time limits are exceeded, the app or user will be throttled and API requests will fail.
Per User or Per-Application Rate limiting of the standard API is primarily on a per-user basis or more accurately described, per user access token. If a method allows for 15 requests per rate limit window, then it allows you to make 15 requests per window on behalf of your application.

”Error 429 Too Many Requests” is sent as a response when the user has exhausted the maximum number of API calls per second. The users are advised to send 5 API requests per second(suggested limit is not 50) and by exceeding this limit they would receive the error 429.
General quota limits 10 queries per second (UPS) per IP address. In the API Console, there is a similar quota referred to as Requests per 100 seconds per user. By default, it is set to 100 requests per 100 seconds per user and can be adjusted to a maximum value of 1,000.
An API usually is related to a software library. An API for a procedural language such as LA could consist primarily of basic routines to execute code, manipulate data or handle errors while an API for an object-oriented language, such as Java, would provide a specification of classes and its class methods.
API Usage Limits. Limits and quotas protect the Google infrastructure from an automated process that uses the Groups Settings API inappropriately. Excessive requests from an API might result from a harmless typo, or may result from an inefficiently designed system that makes needless API calls.
