How do you lock comments in PDF?

You may try this. Once you are done commenting a file, you may use locked option under properties of those comments. To do that go to comments pane right click on the comment> Properties > Appearance and choose locked.

How do you save a PDF so it Cannot be edited?

Click the "Printing Allowed" drop-down menu to allow printing of the PDF in low or high resolution, or select "None" to disable printing without the password. Click the "Changes Allowed" drop-down menu to allow specific changes to the document, or select "None" to allow no changes to the PDF. Click the "OK" button.
