A subcontractor has a duty to carry out the work with now or minimal supervision. The contractor hires a subcontractor to complete a specific aspect of the project, such as the electrical fittings, plumbing or bricklaying, and the subcontractor is responsible for this work.
Essentially, a subcontractor will perform all or part of the obligations of the contractor's contract. Depending on the Subcontractor Agreement, they may be responsible for providing their own materials and equipment for the task they are hired for. If contractors are the managers, subcontractors are the workers.

Subcontractors working for a licensed pro do not need their own. However, if the general contractor does not have a license, then the subcontractor must obtain one.

Can I submit handwritten 1099 forms to the IRS? Yes. Although handwritten forms are acceptable, they must be completely legible and accurate to avoid processing errors. Use black ink, block print and not script characters.
You can order physical, blank 1099 forms from the IRS for free, but it may take 10 business days or longer (2+ weeks) to arrive. (It looks closer to a month for me!) Here is the IRS.gov order page. You'll need at a minimum, Form 1099-MISC and Form 1096.
