It was interesting using the PDFfiller on two different computers. On one I couldn't get the scroll down bar easily, whereas on the other it was simple. Don't know why. I also noticed that there were different options to determine exactly where on a line you could type, however, it was difficult to gauge. FYI: I just started using this application.

There are times when the HIPAA Privacy Rule would let a health care provider take up to 90 days to respond to a request for a medical record. However, California law requires that providers respond within five (5) business days to requests to see a record and 15 days to requests for copies.
There is no general rule for how long doctors in California must keep medical records. You have a right to see, get a copy of, and amend your medical record for as long as your health care provider has it. You have the right to see your medical record. Furthermore, you also have the right to get a copy of your medical record.
Requests for medical records can come from numerous sources, including the patient herself, specialists, an insurance company, Medicare, and attorneys. “If [the request] is not being made by the patient and there is no clear authorization, nor a legal basis for the request, than it is illegal,” she says.
Just because the law says you have a right to get copies of your medical records doesn't mean all covered entities are willing to supply them. In most cases, it's illegal for them to deny you access, according to the Health Insurance Portability and Accountability Act of 1996 (HIPAA) laws.
To request your records, start by contacting or visiting your provider's health information management (HIM) department sometimes called the medical records or health information services department.
HIPAA not only allows your doctor to give a copy of your medical records directly to you, it requires it. In most cases, the copy must be provided to you within 30 days. That time frame can be extended another 30 days, but you must be given a reason for the delay.
Some patients may not realize that the majority of what they tell a GP will be recorded in their medical record in some form or another. If the patient demands deleting the records, then this should only be done in exceptional cases and only then in paper records, never electronic.
