If you need to complete forms, you need PDF filler My experience has been good, but I think that for people that don't need to complete a lot of forms per year, there should be a way to pay by form. I can complete any PDF form regardless where I got them from. This form can be saved, printed, and emailed. The user interface could be better and it could have more forms available.

Open Outlook, and on the File tab, choose Account Settings > Account Settings. On the Data Files tab, choose the Outlook Data File (. Pst) for which you want to create or change a password, and then choose Settings. Note: The Change Password button doesn't appear if you're using an Exchange account.
Open Your PDF. Launch PDF element on your computer. Click the "Open File" button on the Home window. Protect PDF from Copying and Editing. Go to the “Protect" tab, then click the "Password" button. Then select the option for “Require a password to change security settings and get access to specific functions”.
Open the PDF and choose Tools > Protect > Encrypt > Encrypt with Password. If you receive a prompt, click Yes to change the security. Select Require a Password to Open the Document, then type the password in the corresponding field.
Go to the Secure tab section. Now scroll down to the Remove Security option and click to remove the password encryption, then save it by pressing Ctrl + S from Keyboard.
Click CHOOSE FILE. It's a green button on the right side of the page. Select your PDF file. Click Open. Enter the user password. Click UNLOCK. Click VIEW & DOWNLOAD IN BROWSER.
Locate and open the PDF document on which you would like to change security settings. Click the "Tools" pane, select "Protection,” choose "Encrypt" and click "Encrypt with Password.” If you just want to change security settings, choose “Manage."
