They are 1/4-14x3/4 slotted hex washer head self tapping screws which are standard license plate screws for most domestic make vehicles. Please check your vehicle before purchasing to ensure it uses standard size screws.
Drill the first hole in your license plate by holding the drill at a 90 degree angle and applying pressure to the drill as you hold the license plate upright with your free hand. Continue this process for the other three holes. Place your license plate against the license plate area on your front bumper.

The CHP offers a simple way to deter tag thieves. You can slice the sticker with a razor so that if it comes off, it doesn't come off in one piece. You can also buy license plate frames that partially cover only the tags so it's harder to peel them off. Those frames are legal if they don't cover the license numbers.
